Operation: Javier
Four years later, in the year 2002 Wesker was later contacted by the leader of the South American drug cartel "Sacred Snakes", Javier Hidalgo. Apparently, a former researcher of Umbrella supplied Javier with the t-virus in an attempt to save his wife, Hilda Hidalgo, with disastrous results. As his daughter, Manuela Hidalgo, had also contracted the same illness as her mother, he requested Wesker's help. Wesker supplied him with the Veronica virus in exchange for a large sum of money as well as a share in his dealings. He also gave him specific instructions to utilize the T-Veronica virus, mirroring the samples created by Alexia Ashford. He later saw the rest of the mutated carcass of Javier Hildago from afar with his binoculars.

Javier Hidalgo
Javier Hidalgo was the leader of the drug cartel, the "Sacred Snakes". He was the main target in the "Operation: Javier" segment of Resident Evil: The Darkside Chronicles, as he has taken de-facto control over a large area of jungle. He rules the entire area absolutely. The small government is unable to do anything about Javier’s control of the drug trade, so Jack Krauser and Leon S. Kennedy have been called in to infiltrate this small South American country and find him.
The drugs that Javier’s organization is producing have been contaminating surrounding countries, as well as finding their way into America. Javier was amassing a fortune in drug money, building up his own private army, and fortifying his operations. He was a wanted criminal in many countries, and is an uncommonly cruel man.
This ability to slip through the fingers of justice and gather other criminals is not something an ordinary person could accomplish. Javier has achieved his goals through the use of violence and strict control of the region. He rewards those who submit to him, and brutally punishes anyone who stands in his way, making harsh examples of anyone who opposes him. He rules his dominion through fear.
